Staff explained Resolution XXX-2026, which delegates to the EDC executive director the authority to sign license agreements for short-term uses of EDC property (72 hours or less) such as festival parking. The staff member said the delegation streamlines handling requests that arise after board meetings and emphasized that the EDC will continue to require an insurance certificate from users. “So it’s only uses for 72 hours or less and that’s basically to cover a weekend event, festival parking,” the staff member said.
A board member moved to approve the resolution, it was seconded, and the board voted to pass it. Staff said that because of the resolution they would proceed to finalize a license for Holy Trinity Episcopal Church’s Strawberry Festival without returning to the full board for that short-term approval.
