The chair framed the session as related to a prospect "that seeks to have, locate, stay, or expand in the city and with which the board is conducting economic development negotiations." No formal motion, vote, or decision occurred during the executive session announcement; the chair explicitly stated, "At this time, there's no action to be taken as an end result of the executive session." The board returned to its regular agenda afterward and moved on to consent and other items.
