Trustees heard an informational presentation and Q&A with Travis Kram of Advantage Strategy Group about the firm's proposed approach to a district tax-rate election (TRE). Kram described audience segmentation, turnout modeling and a mix of paid digital, targeted media and community volunteer tactics to boost turnout in low-participation elections.
"Essentially, Advantage Strategy Group is a full service marketing and PR firm, but we also specialize specifically in working with K-twelve institutions," Kram said, describing the firm's focus on creative services, data insights, digital marketing and campaign strategy. He cited recent district elections to show differences between mid-to-low turnout cycles (Garland ISD) and presidential-cycle turnout (Montgomery ISD) and urged a plan tailored to Del Valle's voter makeup.
Board members asked about Spanish-language materials, volunteer canvassing and ethical limits on district communications. Kram said the firm works with local translators so that Spanish messaging reflects community nuances and that volunteers can distribute fact-based printed statements and door hangers; he emphasized the firm's role is informational, not advocacy, when hired by a district.
The presentation was made as information ahead of contract consideration later on the agenda; trustees did not take an immediate vote on the marketing contract during this item.
