Council hears first reading of discharge-control ordinance to expand FOG rules

Staff from public works and the health department presented a proposed discharge-control ordinance intended to strengthen protections for wastewater collection and treatment. The draft expands the prior 'FOG' (fats, oils, grease) focus to cover petroleum-based discharges and sand/grit traps and sets standards for devices such as oil/water separators, grease interceptors and sand traps.
Wayne, the presenting staff member, told council the ordinance “provides definitions, applicability and provisions, general requirements, design and installation standards, maintenance responsibilities, inspection and enforcement, and a penalty for enforcement.” He explained that BaxFlow Solutions will maintain a database for required maintenance records but that ultimate enforcement authority remains with the city. The ordinance was presented as a first reading; staff invited questions and did not seek final action at this meeting.
