Decatur staff propose big cuts to roadway impact fees; water and sewer left unchanged

Nate, a city staff presenter, summarized CIAC’s recommendation and benchmarking work, saying, “The Capital Improvements Advisory Committee, unanimously voted to recommend leave water and waste water alone where they're at and lower a roadway in certain categories.” Staff showed that Decatur’s total fee stack for a single-family detached home had been about $27,005.35 and that the committee’s proposal — for example, charging 40% instead of 100% for residential roadway fees — would reduce roadway impact fees for that unit to roughly $5,471 and bring the total nearer to $20,000 per unit.
Public works staff member Wayne walked council through examples for commercial and residential projects, noting the timing of any adopted fees: “Any fees that are adopted on this would be act effective April 1.” He also described additional tools the city is developing, including an impact-fee credit application tied to constructed CIP projects, and a residential infill policy that can reimburse up to $25,000 after project completion.
This was a first reading; staff and CIAC asked council to review the packet and return with questions. Council did not take a final vote on impact-fee changes at this meeting; staff indicated action will be scheduled at a subsequent meeting.
