Council invokes emergency procurement, selects fastest flat-roof repair for City Hall

Staff outlined three options for roof remediation and said, "Option 3 would obviously be the least expensive and most expedient." Councilmembers emphasized speed to reduce further water intrusion and mold growth and a motion to proceed with option 3 (redo the flat roof in place and leave HVAC units in situ) was made and seconded. Council approved the direction to staff to proceed without the full competitive process. Council also approved a companion resolution authorizing temporary relocation of city hall services after staff reported elevated mold spores in multiple offices and chambers; the relocation resolution passed unanimously.
