The McCook Central School District 43-7 board heard a detailed preliminary budget presentation from Kathy, the district's business manager, who said the draft budget assumes using $201,008.25 of fund balance to balance the general fund. Kathy said enrollment declines and several one-time expenses (payroll increases, higher payroll taxes and an increased preschool subsidy) are the main drivers of the projected draw on reserves.
Kathy said the district budgeted for 32.55 certified teachers and has options to limit the fund-balance draw, including transferring some expenses into capital outlay and using statutory "flexibilities" where appropriate. "The cash to finance budget, that 1st very 1st line on the means of finance, the $201,008.25 ... that's how much out of fund balance to balance this budget," Kathy told the board. Board members asked for a targeted follow-up meeting on the preliminary budget so the board could review numbers more deliberately before final adoption; the superintendent suggested scheduling additional time in May for in-depth budget discussion.
