Key conditions staff highlighted include limiting access from Oakwood Trail (emergency‑only access if necessary), a 50‑foot building and parking setback from the east property line, a 200‑foot setback for loading‑dock doors from the east property line, and dark‑sky lighting requirements with adaptive controls (volunteered by the applicant). Staff reported four written oppositions in the packet; the commission heard a written comment read for the record asking for a 10‑foot masonry wall, 50‑foot setbacks, restricted neighborhood access and strict noise mitigation. Commissioners asked about the dark‑sky provisions (staff stated they were volunteered) and address/ZIP‑code usage; staff said the mailing ZIP remains Leander while the city name may be used for addressing. The commission approved both the FLUP amendment and the zoning item on separate motions and roll‑call votes.
