Public commenter urges stronger preservation code, staffing and funding

During the meeting’s public comment period, Annie (Anne) Agard urged the Landmark Preservation Board to ensure the Title 22 update aligns with the comprehensive plan (Goal CR 2) and to strengthen preservation standards, appeals review, staffing, resources, and funding.
Agard recommended the city require at least two professional members on the board, create a dedicated, experienced staff position for preservation, consider modest compensation for board members to broaden participation, and include representatives from the Bothell Historical Museum on the board. She also suggested expanding the register’s scope beyond buildings (to include landscape features such as the Sammamish River and landmark trees) and asked the board to develop a written mission or vision for its work.
“Finally, it is necessary that the board have adequate staffing, improved resources and a code that clearly ensures that cultural resources are identified,” Agard said. Board members thanked her for the submission and for the materials she provided and acknowledged staff will use public input as part of the Title 22 scoping process.
