Council awards contracts for aircraft rescue trainer and Osage plant chlorine system; staff describe environmental controls

Council approved two infrastructure contracts. The airport and fire departments presented a federally supported project to purchase a metal mock-up and propane-based fire system for aircraft-rescue training. "Since 2018, firefighters have had to go to Lubbock to do their training," airport/fire staff said and council awarded the contract to proceed.
On the utilities side, Donnie (speaker 9) described an urgent capital replacement at the Osage Water Treatment Plant after corroding leaks in the chlorine feed system that required operator isolation and emergency response earlier in 2025. "This equipment is old ... and is no longer supported by the original manufacturer," staff said, noting two corroding leaks in May 2025 and one incident that required the fire department and hazmat response. Council awarded a $4,950,000 construction services contract to Stultz Mechanical Contractors LLC to replace the system; staff said funding includes prior reallocated CIP dollars and current-year CIP appropriations.
Engineering staff also described environmental controls for the ARFF training site, including pits and retention ponds to capture water and chemicals and avoid PFAS contamination of the former simulator site. Council approved both awards by voice vote.
