Council approves three rezones after unanimous planning commission recommendation; mayor recused on one vote

Planning staff (speaker 33) presented each case: a rezone and specific-use permit to convert a vacant church into a daycare (Yellow City Academy), a multifamily rezone requested by Lawn Cemetery Association for an apartment project, and a rezone for the next phase of Beacon Point subdivision.
For the daycare rezone (ordinance 82-43), the mayor recused himself because of a stated business relationship and the council adopted the ordinance on a 4-0 vote. Two subsequent rezones (ordinances 82-44 and 82-45) were opened for public hearing, received no public testimony and were adopted following Planning & Zoning's five-zero recommendations. All three items were moved, seconded and approved by voice vote during the meeting.
