City Engineer Mara Quad explained to the Street Improvement Economic Development Corporation on March 3 that pavement deteriorates slowly for most of its life and then fails rapidly near the end, leaving full reconstruction as the only option if maintenance is delayed. "Scheduled preventative maintenance protects the roadway from aging, cracking, and from water infiltration," Quad said, arguing that timely crack sealing and surface treatments save taxpayer dollars over the long run.
Quad described the Pavement Condition Index (PCI), a 0–100 scale used to prioritize repairs, and said the city contracted IMS to perform an automated condition assessment using LiDAR, high‑resolution cameras, GPS and laser measurements. IMS will deliver shapefiles, Excel data and a one‑year GIS dashboard that shows PCI values by street segment; Quad said the city intends to replicate a similar dashboard in‑house using the GIS coordinator once the vendor data are delivered.
