Euless would streamline franchise approvals for utilities and trash contracts under charter amendment

City Manager Chris Barker explained Proposition Q would update franchise and public‑utility provisions in the charter and simplify the approval process for franchise ordinances. He said local franchises now undergo multiple readings and waiting periods that differ from other ordinances and that the amendment would allow franchises to follow the standard single‑reading adoption used elsewhere. "What we're asking in this provision is you to allow us to approve a franchise agreement ordinance in the same way we approve every other single ordinance in the city... which is bring it to city council and it can happen in one reading if the city council approves that," Barker said.
Barker cited common local examples—trash and recycling contracts (Republic Services and CWD)—to explain why the differing franchise procedure is confusing to the public and operationally awkward for staff. He framed the amendment as a procedural streamlining rather than a change to the city’s substantive control over rights‑of‑way or utilities.
