Consultant: Forney Police complied with Sandra Bland Act; low complaint count and strong contraband hit rate

Dr. Alex Del Carmen presented the Forney Police Department's 2025 racial profiling final report and told the council that the department met statutory reporting requirements under the Sandra Bland Act. "The department received two racial profiling complaints. They were both investigated and both of them are held to be unsustained," Del Carmen said.
Del Carmen said most motor-vehicle contacts were with males and that a plurality of searches that yielded contraband involved African American drivers. He highlighted the department's contraband hit rate, noting it met or exceeded a commonly cited 30% benchmark in many instances and in some categories reached "48 or 50 percent." He added that most stops produced verbal warnings and that arrests were frequently for outstanding warrants. "Only one instance, throughout the entire year, was use of force used as a result of a motor vehicle stop in which bodily injury resulted," he said, and noted that the state requires reporting of such cases.
Del Carmen recommended continuing quarterly audits, ongoing officer training on data collection and racial-profiling rules, and strengthened community partnerships to maintain transparency. Mayor Jason Robertson thanked Del Carmen and the department for the report. The council did not take immediate formal action on the recommendations; Del Carmen's recommendations will inform staff follow-up and future audits.
