Council accepts low bids for 2026 street maintenance phases; projects funded through CIP

Brian Gable presented results of competitive bids for the 2026 Street Maintenance Program. For Phase 1 five bids were opened and The Shelley Company submitted the lowest responsive bid of $3,464,369.85; the Phase 1 engineer's estimate was $4,026,000. For Phase 2 four bids were opened and Strawser Paving Company submitted the low bid of $3,446,328.85 with an engineer's estimate of $4,200,000. Staff said combined program funding comes from the 2026'2030 CIP ($7,400,000) and traffic signal/electrical maintenance ($875,000) for a combined $8,275,000.
"Staff recommends council approval of this resolution accepting as lowest and best the bid of The Shelley Company in the amount of $3,464,369.85 for phase 1 of the 2026 program," Brian Gable said. He added construction is expected to commence in April and be complete by October 2026. Council discussed scope questions about medians and stamped concrete on Emerald Parkway; staff said stamped concrete will be removed and replaced with brick in the final section and curbing will be replaced where damaged. Council approved both resolutions accepting the low bids on roll call.
