Council hears staff report on Shire Rings shared‑use path easement; remaining parcel may require appropriation

Brian Gable presented Ordinance 23'26 to acquire a 0.071‑acre easement from property owners John and Dionne Macaulay for a shared‑use path along Shire Rings Road that will connect two existing segments and improve network connectivity. He said Washington Township applied for and received LinkUs grant funding, and the city entered an agreement in 2024 for construction and maintenance.
On the remaining parcel for the project staff said they have been unable to locate the owner and legal staff is assisting. "If it has to go through appropriation through the courts, we're at the mercy of when the courts will schedule us, which could be up to a year," Brian Gable said. Staff recommended adoption of Ordinance 23 at the second reading public hearing on April 13, 2026, and will try to coordinate LinkUs funding timelines if a delay occurs.
Council asked about construction timing and staff said bids open this week and, if acquisitions proceed smoothly, construction could begin in May or June. The ordinance before council provides authority for the city manager to execute conveyance documents to formally acquire the property interest.
