Mr. Willoughby, presenting the proposal, said the scope includes a 24-inch permanent waterline, temporary road access for equipment, mass grading and drainage improvements, and the final power connection from nearby overhead lines to the campus switchgear. He summarized the recommendation: "the amount is $6,900,000 and it would the funding source would be the 2022 bond interest earnings," and later trustees clarified the not-to-exceed figure approved on the floor was $6,960,000 after executive-session refinements. The board recessed for legal consultation and returned to approve the motion not to exceed $6,960,000.
