Code Enforcement says about 91% of complaints resolved without formal magistrate action

Gutzman described a five‑zone coverage model (officers covering around 188 square miles each) and highlighted the offices national 4‑star accreditation from the American Association of Code Enforcement. He also noted operational constraints from 2021 Senate Bill 60, which limits anonymous complaints and has affected response patterns and resident willingness to file certain reports.
