The Del Valle ISD Board of Trustees voted 6-1 to approve the district's 90/10 Teacher Incentive Allotment (TIA) compensation plan to be included in its application to the Texas Education Agency. The plan follows the state-required minimum breakdown: 90% of funds are distributed directly to teachers who meet designation criteria and 10% is retained by the district to build and operate the program.
Ms. Murillo, who presented the plan, summarized the mechanics and defended using the state funding stream as a complement to—not a substitute for—district salary policy. Trustees raised fiscal questions about initial setup costs and what would happen if fewer teachers qualified than projected; staff responded that exact startup costs cannot be projected until TEA approval but that the district intends to reserve the 10% for program launch. The motion to approve the plan was made by Secretary Wagner and passed 6-1.
