The Hurst City Council denied on first reading a zoning change request (Z25‑10) that would have converted 916 Barbera Ann from R2PD (duplex planned development) to straight R2 zoning.
Planning staff explained the lot is currently R2PD and that straight R2 zoning would eliminate the council’s ability to review a detailed site plan prior to development. The city attorney (Matthew) told the council that straight R2 zoning would allow the owner or developer to proceed with duplex, triplex or quadplex development without additional council review.
A neighbor and applicant, Raj Hansraj, spoke in support of the zoning change to permit development; council members expressed concern that removing the PD would forfeit the council’s control to ensure proposed construction matched neighborhood agreements. After discussion the council moved to deny the first reading and the motion carried by voice vote.
Because the denial was voted on at first reading, the applicant remains able to pursue development under the existing PD process, which requires submittal of a detailed site plan for council review.
