Members also asked a practical question about taxation and delivery zones: if a Highland Village customer orders from a Highland Village store but the drone drops the package in Flower Mound, which city gets the sales tax? A council member asked staff to request that drone operators clarify sales-tax collection and delivery-zone definitions before a public demonstration.
