Councilmember Shontay Allen presented Resolution R‑08‑26, which affirms the city council’s commitment to effective communication, active participation in the community, professional conduct and collaborative governance. Allen said the measure was intended to "level set" expectations for the new council and to provide guidance on mutual respect and equal access to information.
Members discussed whether to add specific social‑media language and elements from a recent National League of Cities (NLC) civility pledge. Some members preferred approving the resolution as written with the option to amend later; others wanted additional language. The mayor moved the item down the agenda to allow Councilmember Lightfoot to read the draft and to allow the city attorney to prepare an alternate draft. After executive session and returning to open session, the council voted to approve Resolution R‑08‑26 as written on a 6–0 roll call.
Council indicated they may return with modifications or additional language addressing social media or other best-practice civic‑dignity language in a future meeting.
