Council approves budget amendment to fund FBI compliance work and new animal shelter

The Glenn Heights City Council on March 24 voted 6–0 to adopt Ordinance O‑03‑26 amending the fiscal year 2025–26 budget to fund two projects: roughly $130,000 in improvements to meet FBI requirements at the Public Safety Building and a $3,000,000 new animal shelter. Finance Director Sherry Roberts told council the items had previously been authorized for use of reserves and this action was to formally adopt the amendment.
Roberts summarized the two allocations: “The first one being the improvements to comply with FBI regulations at the Public Safety Building, which is going to cost somewhere around $130,000. The second one was the construction of a new animal shelter for $3,000,000,” she said. The mayor opened a public hearing but no members of the public spoke; the hearing was closed at 7:25 p.m.
Council moved and seconded the ordinance and approved it on a recorded vote. The ordinance adoption authorizes staff to implement the line items described by the finance director; staff indicated additional procurement and funding steps will follow in future budget work sessions once project scopes and timelines are refined.
The council’s action came early in the meeting as part of the consent and budget items. Next steps include internal project planning for the Public Safety Building work and scoping and procurement steps for the animal shelter.
