Robert Haycock of DTC Institute presented the City of Huttos 2026 community survey at a council web session, telling the council, "We had a goal of 400 completed surveys. We actually had 402 completed." He described the instrument, fielding (mail and online between December and January), and a margin of error of ±4.9%.
Haycock said residents gave especially high scores to solid waste, library services and stormwater management, and he emphasized that neutral responses can be shifted with clearer communication. "This gives an opportunity for you to get that objective data," he told the council, urging staff to use the findings to prioritize investments. He flagged water and wastewater fees, sidewalks and the city's handling of growth as areas the survey identified for follow-up.
The presentation included benchmark comparisons to Texas and U.S. averages; Haycock noted Hutto often rates above those benchmarks in key areas, while some categories (managing growth; value received for taxes and fees) are comparatively weak. Council members asked about access to the raw data and additional cross-tabulations. There were no formal actions taken; the work session adjourned at 06:40PM.
