Council continues Prairie Winds PID public hearing to April 2; motion passes 5-0

Council opened a public hearing on Ordinance O-2026-010 (levy of special assessments and related matters for Prairie Winds Public Improvement District, Improvement Area No.2). Bond counsel was unavailable; Jay Juarez of McCall, Parkhurst and Horton spoke for bond counsel and recommended leaving the hearing open and taking no final action until the council's next regular meeting. "We need to leave this hearing open, because the hearing was called for today, and we're not actually going to take action on an item until your next regular meeting," Juarez said.
Council moved to continue the public hearing to April 2 and voted 5-0 to do so. The council also continued related ordinance consideration (O-2026-011) regarding issuance of special assessment revenue bonds for the district to the April 2 meeting. No substantive testimony was taken at this meeting; staff indicated follow-up and continued consideration at the April meeting.
