City staff presented Resolution 19-15 seeking local match authority for the Tarrant County HOME Investment Partnership Program and described the program as focused on infrastructure repairs—plumbing, electrical, foundation, HVAC, and water heaters—for low-income and senior homeowners and veterans. Staff said Hurst City has participated in the county program since 2000 and that the county award would be $200,000; the city would provide up to $60,000 in matching funds, which staff estimated could support about five homes.
"This program caters to low income and senior citizens," staff said, noting a 10-year mechanical lien applies to each participating home. Councilmember Trice moved to approve Resolution 19-15, authorizing the city manager to allocate up to $60,000 as matching funds; a second was recorded and the motion carried by voice vote.
