Council authorizes UASI grant application and up-to-$78,000 upfront for two bomb suits

The fire department chief explained that the Northeast Explosive Response Team (regional bomb team) must replace two bomb suits that have reached the end of service life (10 years) and that the team applied for a 2026 Urban Area Security Initiative (UASI) grant. The chief said the grant requires a single member city to support the application and that the award would be fully funded with no local match; however, the city would be required to purchase the suits up front and seek reimbursement.
Staff requested authorization for the city manager to approve initial funding not to exceed $78,000 for two bomb suits, contingent on grant approval. Council members asked what would happen if the grant were not awarded; the chief said the city has capital funds to replace one suit now and that regional partners would help bridge funding needs. A council member moved to approve resolution 19-10 to submit the grant application and to authorize up-to-$78,000 initial funding for the suits; the motion was seconded and passed.
The resolution authorizes submission of the UASI grant application and contingent upfront funding; purchase and reimbursement processes will follow grant procedures if the award is made.
