Hurst hires Catalyst Commercial for Pipeline Road corridor land-use plan at up to $82,290

Council authorized the city manager to enter into a contract with Catalyst Commercial for a future land-use plan focused on the Pipeline Road corridor, in an amount not to exceed $82,290 (including a 10% contingency). Malaika Farmer, staff, said Pipeline Road is a high-priority redevelopment corridor and staff recommended a focused corridor strategy to spur economic opportunity and improve livability.
Jason Claunch of Catalyst described a process of document review, market analysis, stakeholder engagement and iterative workshops. He said the project would include a guiding-principles workshop, public workshops, mapping and a final report and would likely take six to nine months depending on public engagement scheduling. Council voted in favor by voice vote.
