Council approves first reading to require pedestrian doors on dumpster enclosures

The Hurst City Council on April 28 approved the first reading of ordinance 26-24 to add a 3-by-7 pedestrian access door requirement to chapter 27 for dumpster enclosures. Michelle Lasso, introduced by the city manager to explain the item, told council the amendment was prompted by community calls to reduce litter and improve access for residents: “This section J…is the requirement to add a 3 by 7 door on the outside of multi family properties,” Lasso said.
Council members questioned cost and operational impacts. One member asked whether locks would be required; Lasso said staff were not mandating locks and that some complexes might use key-fob systems for resident access. The ordinance was described as preserving existing legal nonconforming status for properties and giving multifamily properties one year to comply; commercial properties would be subject to the requirement when they rebuild or construct new enclosures. A council member moved approval of the ordinance on its first reading; the motion was seconded and the council adopted the motion by voice vote.
