Commissioners press for clearer definitions, operating‑hour rules and noise standards in proposed drone ordinance

Commissioners expressed a range of concerns about language and enforceability in the draft ordinance, focusing on definitions, noise and operating hours. One commissioner said the definitions were a "sticking point" and worried ambiguous wording could invite confusion with future ordinance changes.

Commissioners repeatedly asked staff to clarify whether a "drone staging area" could be created independently of a delivery hub and whether the ordinance would permit loopholes; City Attorney Alex Hill said, based on how the draft is written, a staging area alone would likely not be permitted but suggested staff may want to confirm and tighten the wording.

Noise and hours were also highlighted. Members noted the draft lacks a specific decibel standard and asked whether the city should tie hours to FAA limits. Staff and the city attorney recommended refining the definition of "operating hours" and aligning practical flight times with FAA guidance where appropriate. The commission's conditional recommendation requires staff and counsel to combine and clarify definitions and define operating hours before the item moves forward.
