Mercedes asks Hidalgo County to pledge 50% of new tax increment for proposed TIRZ

Alberto Perez, city manager of Mercedes, told the Hidalgo County Commissioners Court the city seeks the county’s participation in a proposed Tax Increment Reinvestment Zone (TIRZ) No. 2 and asked the county to dedicate 50% of new tax increment generated by the development to pay for public infrastructure. Perez said the proposal does not require county capital outlay today because the county would participate only in new tax revenue created by the project.
Perez outlined the economics for commissioners, saying the project anticipates homes beginning near $350,000 and privately financed public improvements estimated roughly at $50–55 million for roads, drainage, sidewalks and other infrastructure. "The county is not being asked to spend existing dollars," Perez said, asking commissioners to consider the 50% participation to accelerate infrastructure and development standards that, he said, will raise long‑term property values and county tax receipts.
