City staff seeks council input on solid-waste and recycling RFP; seeks feedback on senior carts and service levels

Deputy City Manager Keith Moore presented draft scope and timeline for a solid waste and recycling request-for-proposals aimed at replacing the current franchise-style contractor when the contract expires May 31, 2027. Staff described procurement milestones, the requirement to provide a 180-day notice if the current contractor is not renewed, and a projected award/transition schedule that would place the new contractor online by June 1 of the contract year.
The draft RFP seeks pricing for once-weekly and twice-weekly pickup scenarios, senior-sized 64-gallon carts and standard 96-gallon carts, an opt-in household hazardous waste program (monthly to annual event pricing), and a possible city-owned cart option that would carry the municipal logo (at an added cost). The RFP also calls for contractor access to real-time GPS and vehicle-mounted cameras for city oversight, a potential temporary transfer-station location for household hazardous waste and a 50/50 revenue split on marketed recovered materials.
Councilmembers asked whether the city-logo cart option would materially increase program cost and how recycling pickup would be sequenced with trash collection. Moore asked council to return written feedback to the city manager by close of business this Friday so staff can finalize the RFP release schedule.
