City awards Jenkins Lane alley improvement contract using CDBG funds to lowest qualified bidder

The Glenn Heights City Council on April 7 awarded a contract for Jenkins Lane Alley improvements funded by a Dallas County Community Development Block Grant. Public Works Director Andrew Waits said the project is a targeted improvement—not a full reconstruction—and that the city received three competitive bids. Don Smith Concrete LLC was the lowest qualified bidder.
"This is the lowest qualified bidder," Waits told the council. The project will be funded with a Dallas County CDBG grant (approximately $157,000 available for reconstruction in the alley). Council approved the award by a 7–0 roll‑call vote and authorized the city manager to execute the agreement in form approved by the city attorney.
