Police told the council the department averages about 14 contacts a month related to e‑cycles and e‑motorcycles and has shifted from mostly warnings to a tiered approach that escalates to citations, towing, and impoundment when behavior crosses enforcement thresholds. "We've also... shifted to more of a targeted approach... It's been very education intensive rather than a zero tolerance policy," the police chief said, adding that some impounds and citations already occurred. Council directed staff to prepare a comprehensive education and enforcement plan that includes school and HOA outreach, signage at city events, and a proposed short public campaign period followed by stepped enforcement.
