Staff said five portal comments supported the request and that the banner’s message reads as a thank‑you rather than a commercial advertisement.
Tom Kilgore, who was identified by the chair as Mayor Kilgore and who said he is a member of the hospital’s advisory board, told commissioners that Baylor Scott & White is a valued community partner. “Last year alone, Baylor Scott and White provided $17,000,000 of charitable care to its service area here,” he said, urging support for the banner as a community acknowledgment. Commissioners discussed whether the sign could be considered commercial advertising, with some raising the prospect of precedent for other businesses; staff and the chair noted the text on the banner and community benefit in support comments.
After a short recess for legal research, the commission reconvened and voted 4–0 to approve the variance as requested.
