Council rejects irregular bids for intersection improvements and directs expedited rebid

"Staff and the city's consulting engineer believe that the best course of action at this time is to reject all bids and have the city council give us direction on rebidding this entire project," the city manager said during the presentation.
Following a short executive session with counsel (Councilmember O'Brien recused), Councilmember [7] moved to "reject all bids and proceed with an expedited rebidding process" to minimize delays; the motion was seconded and carried unanimously (5–0). Councilmembers asked staff to prioritize an expedited procurement schedule.
