City parks staff asked the council to authorize submission of a Brazoria County Community Development Block Grant (CDBG) application to fund part of a Morrison Park restroom replacement project.
Robin, the parks staff presenter, estimated the overall project cost at about $450,000 and said the city would seek $220,000 in CDBG funds to offset that cost. Robin described recurring vandalism costs and maintenance burdens, saying "last year was probably about $65,000" in vandalism-related costs and advocating for vandal-resistant stainless-steel units that have been used in other Texas cities.
Council moved and approved the request to submit the grant application; staff will pursue the Brazoria County CDBG process for fiscal year 26'27. The project discussion included ADA accessibility improvements, raising the pad to reduce flood exposure, and design elements to discourage loitering and vandalism.
