The Lake Jackson City Council approved a multi-year unit-price contract with Lopez Utility Construction LLC to perform sanitary sewer system rehabilitation services, with an initial not-to-exceed amount of $3,000,000 and an initial term through Sept. 30, 2027.
City staff presented the competitive sealed proposal process used to evaluate bidders, noting the selection weighted qualifications (60%) and price (40%). The staff presenter said Lopez ranked highest on both qualifications and price and that the bid pricing suggested the $3,000,000 would cover roughly three to four miles of the most expensive repair method. Staff also said the contract includes provisions for smoke testing to locate residential cleanouts, downspouts or illegal ties that drain into the sewer, and that the city could request residential assistance from the state for some fixes.
Councilman Baker moved to approve the contract and Councilman Buell seconded. The motion passed by voice vote. Staff said work will focus on the oldest and most brittle lines and noted prior basin projects and the city’s ongoing capital-recapitalization efforts.
