Council issues proclamations recognizing Donate Life Month, public-safety weeks and Arbor Day

Mayor Medrano presented a Donate Life Month proclamation and invited legacy ambassador Mona Castro to speak; Castro described her family's experience with organ donation and urged residents to register as donors and discuss wishes with family. "If you have ever thought about becoming an organ donor, speak to your family," Castro said.
The council also proclaimed April 12'18, 2026 as National Animal Control Officer Appreciation Week; Chief Adam Foster described 2025 operational highlights (about 1,600 calls for service and an approximately 80% reunification rate for picked-up stray animals) and thanked staff and partner rescues for rehoming animals. During the proclamation for National Public Safety Telecommunications Week the council noted the communications center answered over 4,000 phone calls last year and emphasized that La Habra's primary PSAP serves local residents.
For Earth Day/Arbor Day (April 25), the council invited Director Elias Haikali to highlight a community compost/mulch giveaway and tree-city recognition and to encourage residents to participate in local Earth Day activities.
