La Habra gets update on inclusionary housing: 15 units entitled across five projects; council asks clarifying ordinance edits

Miranda Co Corona, deputy director of Community and Economic Development, presented an update on the city’s inclusionary housing program under ordinance 18-33 and requested council direction on minor clarifications. She said La Habra is in the sixth housing-element cycle (2021–2029) and has entitled five projects that together would yield 15 inclusionary units. The projects include for-sale and rental developments at addresses the staff report specified, and staff described how some developers paid in-lieu fees while others agreed to build units on site.
Staff recommended three specific amendments: clarify which household members count toward post-purchase income calculations; provide sample calculations for in-lieu fees so developers consistently compute fees; and remove an HOA requirement for rental units in chapter 18.82. Council acknowledged an emailed comment from Anna Grama of the Building Industry Association and unanimously voted to receive the update and direct staff to prepare the proposed ordinance clarifications.
