La Habra homeowner says burned-out truck has obstructed driveway for months

Henry Lee, a property owner at 605 North Harbor Boulevard, urged the La Habra City Council to act after months with a burned-out truck blocking his driveway and creating what he called an ongoing public nuisance. “The truck is burned out, inoperable, and clearly abandoned, and it's missing its license plates,” Lee told the council, and he cited California vehicle-code sections (22,651; 22,669; 22,660) he said authorize removal of obstructing or abandoned vehicles.
Lee said he followed staff instructions — contacting code enforcement, the Harbor Police Department and towing companies — but the vehicle remained. He added staff had issued notices to the registered owner but that no removal followed, while at the same time code enforcement had cited his property for minor maintenance issues. The presiding official interrupted public comment when Lee’s allotted time expired and directed him to meet with the police lieutenant and code-enforcement staff to pursue next steps.
