Resident tells council city must clarify responsibility for vegetation between backyards and city fence

At the start of the La Habra City Council meeting, resident Becky Laube addressed the council about vegetation behind homes backing onto a city chain-link fence near Harbor Avenue. Laube said her daughter received a code-enforcement notice ordering the homeowner to cut vegetation in a roughly 3-foot space between the fences; she said the city previously maintained that strip after the fence was installed 16 to 17 years ago.
"My daughter asked, she was told, and also there was a letter saying that the city was gonna maintain the vegetation between her fence and the city fence," Laube told the council and asked staff to reexamine how the area is accessed and maintained. Public works director Eli Saikali was in the audience; staff asked Laube to leave her contact information for follow-up. "If you'd like to give him your name and number," a staff member said, "we can look into it and find out what the situation is."
Council did not take immediate action but instructed staff to follow up with the resident to clarify whether maintenance responsibility lies with property owners or the city and to report back to the council if policy or access issues require council direction.
