"We did receive approval from the state to be able to use that money for that purpose," Yap said, referring to opioid settlement dollars.
Council and staff explained the choice to use special‑revenue funds arose because PLHA (Permanent Local Housing Allocation) receipts have lagged. Staff reported the North SPA has secured roughly $2,000,000 this fiscal year from county allocations to contribute toward navigation-center costs, and the city is seeking additional state funding over the next five years to offset local expenses.
Council approved the appropriations as part of the budget motion; the vote was unanimous. Staff told the council it would continue seeking state and county funding to reduce reliance on the city's general fund.
