County and staff update committee on crosswalk design and Grimble–Folly intersection changes

County staff reported 70% plans for a Folly Road crosswalk to Harborview have been submitted to DOT for permitting, and staff said the eastbound Grimble approach may be reconfigured from a right-through-left arrangement to left-through-right depending on site-plan or RSA changes.
County staff told the steering committee on May 13 that a county-led crosswalk project near a bus stop to Harborview had reached 70% design, that county comments were addressed, and that the plans were being sent to SCDOT for permitting. A county representative said the submittal is moving through permitting.
Staff also discussed the Grimble–Folly intersection. The eastbound Grimble approach is currently configured as an exclusive right-turn combined through-left movement, which staff said does not match observed traffic volumes; staff recommended switching the phasing to a left-through-right alignment and said they would pursue the change either through site-plan revisions from a developer or by rolling the change into the RSA with DOT.
Members asked for follow-up on the permitting timeline and whether the Grimble intersection change could be captured in the RSA. The committee asked staff to report back with implementation options.
