Hutto planning panel backs CIP recommendation and hears ad hoc UDC rewrite presentation

The commission unanimously approved its 2026 CIP recommendation to city council at the April 7 meeting after the chair presented a cleaned‑up spreadsheet of prioritized projects and process suggestions. "What was presented to us and our comments are unchanged; it's just clarified," the chair said of the package staff expects to forward to council. Commissioner Sherrod moved and Commissioner Hall seconded the recommendation, which passed 7‑0.

Commissioners then heard a lengthy presentation from the council ad hoc committee on revisions to the Unified Development Code (UDC) and the Engineering Design Manual. Committee members said the goals are to remove internal contradictions, reduce staff discretion for routine waivers, simplify parking and landscaping rules, and align references to state codes and engineering standards so the code updates remain current without repeated local amendments. "We want to take away as much staff discretion as possible... either make it work or don't make it work," a committee member said, describing a preference for clearer, black‑and‑white standards and more instances where a special‑use permit (SUP) would invite public review and tailored conditions.

Commissioners discussed pacing and public review; staff proposed a schedule that would include a May 12 special meeting for detailed review and a joint PNZ/Council meeting later in May subject to council resolution. Several commissioners requested more time to review red‑line changes; committee members said their packet includes a red‑line document, an engineering manual draft, and a consolidated clean copy of the new UDC for review. The commission did not vote on the UDC text on April 7 and asked staff to set follow‑up dates.
