EDC staff outlines new monitoring process for local incentive recipients

Staff told the EDSC the city has implemented standardized questionnaires and a CRM process to monitor companies that receive local incentive agreements, and that the team plans to present aggregated and individual performance data this fall. Ryan Asheim of the Greater Fargo–Moorhead Economic Development Corporation said the effort uses the EDC's CRM, automated questionnaires and Business Retention & Expansion visits to collect job-creation and wage data from recipients.
"We have this robust CRM system... we're doing annual BRE visits with primary sector companies," Asheim said, adding staff will follow up with phone calls or site visits for nonresponsive or underperforming recipients. Commissioners asked whether the city can claw back incentives; staff said they are consulting legal counsel on the available remedies and that policy language on clawbacks exists in the policy book but its use in arrears may be limited. Staff and the EDC said they will continue data collection and return with a report in September or October.
