During public comment, resident Jim Elias described persistent erosion and what he called an unauthorized drainage pipe placed near Western Scenic, asking the city to revisit prior engineering work and finish corrective measures. He said storms and rerouted flows have caused erosion that affects several neighbors and asked for city support to correct the situation.
Scott Christen responded with an overview of the city's stormwater responsibilities (MS4 permit, BMPs and inter-municipal monitoring) and noted the city recently dredged four feet of silt from Quail Cove Pond and mobilized to a Walmart-area pond; he said that dredge/dewatering work is a roughly $400,000 project currently under construction. Christen described the city's process for sampling creek entry and exit points and said staff will investigate changes in water quality between those points to identify upstream issues.
