City explains Pavement Condition Index, recent overlay work and bond-funded street rebuilds

Scott Christen walked the audience through how the city assesses road condition using a Pavement Condition Index (PCI) and how that score guides maintenance and reconstruction priorities. He said the city typically identifies two to three streets for overlay per year and coordinates with Parks and Recreation to realize economies of scale.
“We use what we call a PCI, which is a Pavement Condition Index,” Christen said, explaining the 20–100 scoring and how scores in the 60–80 range trigger different maintenance actions. He also recounted that a 2021 bond produced roughly $3,600,000 to rebuild 25 streets, with the work split into three phases; phase 1 and 2 are complete and phase 3 is designed and awaiting coordination with buried infrastructure replacement before bid and award.
