The Lakeway Zoning and Planning Commission on Feb. 17 approved Amendment No. 9 to the Tuscan Village planned unit development, a staff‑filed request to convert certain attached multifamily cottages into detached, two‑story single‑family homes and to change unit configuration within a roughly 17.46‑acre section of the PUD.
Staff framed the change as a limited, design‑focused amendment. The developer, Bill Hayes, said the revision would remove three‑story structures and duplexes in favor of two‑story detached homes, increasing the unit count slightly from 21 to 23. "We no longer have 3 story structures, and we no longer have duplexes," Hayes said, arguing the new plan would read more like a traditional residential street and be more consistent with surrounding context. He said individual units would be roughly 2,000 square feet of living area and that some backyards would shrink from about 20 feet to roughly 12 feet to accommodate the change.
Commissioners pressed for clarifications on prior plan iterations, parking and on‑street parking concepts, parcel ownership and which parcels the applicant controlled, and infrastructure implications. Staff noted that irrigation and landscaping for the project would be served by reuse water provided by WCID 17 and that HOA responsibilities would cover common landscape maintenance. With no public objections signed up for that agenda item, a motion to approve the amendment passed unanimously, 7–0.
The commission’s recommendation and the PUD materials will be forwarded to city council for final action and associated findings of fact, severability and effective date provisions.
