Commissioners approve East Side Campus CMAR despite judge's concerns over land agreement; vote 4–1

The court voted to authorize negotiations for the East Side Campus construction-manager-at-risk contract after a purchasing committee ranked Juris General Contractors LLC first. Purchasing agent Stephanie Hebb said the committee reviewed 10 proposals, interviewed the top three, and recommended Juris General Contractors for the award. Commissioner Inglesby (who moved the item) and other commissioners said the CMAR at-risk delivery method had worked on prior county projects.
Judge Becerra expressed concern that the county has already budgeted and spent significant design and management dollars on the project—he asked staff for a detailed accounting of prior expenditures and said the court did not yet have a signed land agreement with the City of Kyle for the selected site. Budget staff later reported HDR's contract at about $4,125,000 for design and Kitchell's project-management contract of about $1,340,000, on top of a roughly $62,000,000 building allocation in the CIP. The judge said he would vote against the award until city-level concerns were resolved. The roll call recorded Commissioners Cohen, Hammer, Inglesby and Smith voting yes and the judge voting no; the motion passed by majority.
Staff said final contract negotiations and a separate acceptance vote would return to the commissioners court for formal approval of any guaranteed maximum price and contract documents.
